The rest of the article is an appalling recitation of men being set up by the police and charged with prostitution. After one guy pleaded guilty to disorderly conduct on his lawyer's advice: "He was also ordered to go to city-sponsored classes on how to engage in prostitution more safely."

The mind boggles.
